Item الخلل الوظيفي بين متطلبات التنمية المحلية وإمكانيات الموارد البشرية بالإدارة المحلية : دراسة ميدانية لبلدية المعالمة(Algiers2 Abu Al-Qasim Saadallah University جامعة الجزائر 2 ابو القاسم سعد الله, 2024) ماتوس، عائشة; Matous, Aicha; مختار، يمينة(مدير البحث)يعد الخلل الوظيفي في الإدارة المحلية أحد أبرز التحديات التي تعيق تحقيق التنمية المحلية المستدامة. فبينما تتطلب التنمية المحلية موارد بشرية مؤهلة تمتلك المهارات والخبرات اللازمة، تعاني الإدارات المحلية من ضعف في التأهيل والتدريب، ما يؤدي إلى فجوة بين متطلبات التنمية وإمكانات الموارد البشرية المتاحة. ويعود هذا الخلل إلى عدة عوامل، منها غياب التخطيط الاستراتيجي، ونقص برامج التدريب المستمر، وضعف الحوافز التي تشجع على الأداء الفعّال. كما أن البيروقراطية والهيكلة غير المرنة تعيق استثمار الطاقات البشرية بالشكل الأمثل، مما يؤثر سلبًا على جودة الخدمات المقدمة للمواطنين. لذلك، يتطلب تجاوز هذا الخلل إصلاحات إدارية تهدف إلى تطوير قدرات العاملين، وتحفيزهم على الابتكار، وتعزيز بيئة العمل التي تدعم الكفاءة والإنتاجية. فبوجود موارد بشرية مؤهلة ومدارة بفعالية، يمكن للإدارة المحلية أن تصبح ركيزة أساسية لتحقيق التنمية المحلية . The dysfunction of local administration is one of the most prominent challenges that hinder the achievement of sustainible local development. While local development requires qualified human resources with the necessary skills and expertise, local administrations suffer from weak qualification and training, which leads to a gap between development requirements and the capabilities of available human resources. This dysfunction is due to several factors, including the absence of strategic planning, the lack of continuous training programs, and the weakness of incentives that encourage effective performance. Bureaucracy and inflexible structures also hinder the optimal investment of human energies, which negatively affects the quality of services provided to citizens. Therefore, overcoming this dysfunction requires administrative reforms aimed at developing the capabilities of workers, motivating them to innovate, and enhancing a work environment that supports efficiency and productivity. With qualified and effectively managed human resources, local administration can become a fundamental pillar for achieving sustainable local development .
