الخيار الديمقراطي ومرتكزات بناء المواطنة في الجزائر

Abstract

نهدف من خلال هذا المقال تسليط الضوء على بعض المفاهيم لإبراز نقاط الاتفاق والاختلاف بينهما، كما نحاول فهم كيف تؤسس الدولة الديمقراطية الحديثة قيم المواطنة في ظل تجليات العولمة؟. وقد استعنا بالمنهج الوصفي التحليلي لوصف وتفسير العلاقة بين الدولة والمواطنة من جهة وبين المواطن وباقي المؤسسات الرسمية واللارسمية التي ينتمي إليها من جهة أخرى. وقد توصلنا إن الدولة الديمقراطية الحديثة هي دولة المواطنة التي يعيش فيها الجميع بسلام، فالرابط بين الديمقراطية والمواطنة هو ترابط عضوي بالصميم كلاهما ينتج الآخر إذ لا يمكن ضمان قواعد المواطنة الكاملة إلا وفق قواعد النظام الديمقراطي. Through this article, we aim to shed light on some concepts and understand how the modern democratic state establishes the values of citizenship in light of the manifestations of globalization? We used the analytical descriptive approach to describe the relationship between the state and citizenship on the one hand, and between the citizen and the rest of the official and informal institutions to which he belongs. We have concluded that the modern democratic state is the state of citizenship in which everyone lives in peace. The link between democracy and citizenship is an organic interdependence at the core, both of which produce the other, as the rules of full citizenship cannot be guaranteed except according to the rules of the democratic system.
