المكتبة الوطنية الجزائرية في ظل العصر الرقمي: دراسة الواقع مع اقتراح خطة عمل لتطويرها

Abstract

يهدف هذا العمل إلى دراسة واقع المكتبة الوطنية الجزائرية في ظل العصر الرقمي مع اقتراح خطة عمل لتطويرها، ولتحقيق ذلك اعتمدنا على المنهج التحليلي الرباعي SWOT, ) Weaknesses, Strengths Threats, Opportunities ) الذي سمح لنا التعرف على كل من البيئة الداخلية للمكتبة وذلك باستخراج مواطن القوة ومواطن الضعف والتعرف على البيئة الخارجية وما تشتمل عليه من فرص وتحديات، فاستعانا بأدوات بحثية (الاستبيان/ المقابلة/الملاحظة) لجمع البيانات حول ميدان الدراسة. توصلت نتائج الدراسة إلى أن المكتبة الوطنية الجزائرية لازالت تتخبط في مشاكل إدارية ومشاكل إعادة التألية حيث أ ا بعيدة كل البعد عن التطورات التكنولوجية الحالية مثل جمعها وحفظها للتراث الرقمي وحضورها على شبكة الإنترنت عن طريق البوابات وشبكات التواصل الاجتماعي، فمن النتائج المتحصل عليها، قمنا باقتراح خطة عمل شاملة لتطوير المكتبة الوطنية الجزائرية مع احتر ام معيار إعداد المشاريع في مجال تكنولوجيات المعلومات 1058 std IEEE This work aims at studying the reality of the Algerian National Library in the light of the digital age, with a proposal of plan of action to develop it. And to achieve this we use an analytical quartet approach (SWOT- Threats- Opportunities- Weaknesses- Strengths) that allowed us to know the internal environment of the library by extracting the strengths and weaknesses, and what includes as opportunities and challenges. We use research tools (questionnaire - interview - observation) to collect data of the field study. The results of study came to the Algerian National Library is still wandering the administrative problems and mechanism problems, and it is so far from the modern technological developments such as the collection and preservation of digital heritage and its presence on the internet through webcasts and social media. From the obtained results, we have to propose a comprehensive action plan to develop the Algerian National Library with respect of standard to prepare projects in the field of information technology IEEE std 105
