L’enfance abandonnée en Algérie

Abstract

L’un des droits les plus précieux de l’enfant c’est d’avoir une maison et une famille pour s’occuper de lui afin d’être aimé, protégé, soigné, éduqué et scolarisé. Un enfant abandonné est un enfant sans famille, sans père, conçu hors du cadre légal du mariage; Cette filiation se réfère chez l’être humain à trois axes: biologique, juridique et psychique. L’enfant a besoin, pour sa construction identitaire, de ces liens qui assurent sa stabilité, permanence, et lui procurent un sentiment de continuité d’être et de sa sécurité interne. Ces liens lui permettent aussi de se situer dans une histoire, la sienne et celle de ses parents, dans un réseau généalogique. Ils lui assurent un ancrage trans- générationnel entre le passé et le futur, ainsi qu’un sentiment d’appartenance à un corps familial. En Algérie le nombre de ces enfants ne cesse d'augmenter, La plupart d'entre eux sont nés dans des hôpitaux désignés par un matricule, ensuite placés dans des pouponnières, après dans des cités d’enfance. Ces enfants présentent presque tous un retard scolaire, dû aux troubles psychiques, comportementaux et cognitifs.

One of the most precious rights for the child is to have a home and a family that cares for him in order to feel loved, protected, educated and schooled. An abandoned or natural child is someone without a family, a father, conceived outside of wedlock. For the human being, this affiliation refers to three areas: biological, legal and psychic axis. The child needs these links that provide stability, permanence and a sense of continuity in being and thus providing internal security, in order to have an identity construction. These links also allows him to be identified throughout his own story and that of his parents in a genealogical context. They insure him a trans-generational anchorage between the past and the future and a sense of belonging to a family entity. In Algeria the number of children is increasing, most of them are born in hospitals designated by a number, then placed in nurseries, while others are referred to childhood cities. Almost all of these children have a school delay due to the psychological, behavioral and cognitive problems they suffer from.

واحدة من أثمن حقوق الطفل هو أن يكون له بيت وأسرة للعناية به من أجل ان يكون محبوبا ومحميا ومعالجا ومتربيا ومتعلما. الطفل المسعف، أواللقيط أو الطبيعي، هو طفل بدون أسرة، بدون أب، أنشأ خارج الإطار القانوني للزواج. عند الانسان هذا الانتماء يرجع إلى ثلاثة محاور هي: البيولوجي والقانوني والنفسي. يحتاج الطفل لبناء هويته لهذه الروابط التي تقدم الاستقرار والديمومة، وتوفر الإحساس بالاستمرارية والأمن الداخلي.هذه الروابط تسمح له أيضا أن يكون له تاريخه الخاص وتاريخ أبائه في إطار الشبكة النسبية. وهذا يضمن له بالانتماء إلى العائلة. في الجزائر عدد هؤلاء الأطفال آخذ في الازدياد، معظمهم يولدون في المستشفيات كأرقام، ثم ينتقلون إلى الحضانة ثم إلى أحياء الطفولة؛ هؤلاء الأطفال تقريبا كلهم يعانون من تأخر دراسي ويرجع ذلك إلى مشاكل نفسية وسلوكية ومعرفية.
