الأونروا ومشكلة اللاجئين في العالم-اللاجئين الفلسطينيين -نموذجا

Abstract

لا يمكن إنكار أهمية الأونروا والدور الرئيسي الذي لعبته في حياة اللاجئين الفلسطينيين منذ عام ،1949 على صعيد التعليم، والرعاية الصحية، والإغاثة والخدمات الاجتماعية، وبخاصة في أوقات النزاعات، يبدو أن أهمية الأونروا تتجاوز، في الواقع، توفير الخدمات للاجئين الفلسطينيين، فهي تمثّل، في نظرهم، دليلاً فريداً من نوعه على اعتراف المجتمع الدولي بحقهم في العودة إلى وطنهم. وعلى الرغم من أهمية الأونروا، ومركزها في حياة اللاجئين الفلسطينيين، فإن استمرارها في القيام بمهامها يبدو اليوم، وأكثر من أي وقت مضى، في موضع تساؤل، لا سيما في ظل العجز الكبير، والمزمن، في موازنتها، وتقاعس الدول المانحة عن الاضطلاع بمسؤولياتها إزاءها لقد أثارت هذه الاعتبارات، وغيرها ، المتمحورة حول مستقبل الأونروا، جدلاً واسعاً في الساحة الفلسطينية، وبين نشطاء المجتمع المدني، والمتمثل في بقاءها من عدمه. The importance of UNRWA and its main role in the lives of Palestine refugees since 1949, in terms of education, health care, relief and social services, especially in times of conflict, can not be denied. UNRWA's importance appears to be beyond the provision of services to Palestine refugees.
