دراسة سوسيولوجية لسلك مفتشي العمل في ظل التغيرات السوسيو–إقتصــادية نحو إقتصـــاد الســـوق: إشــكالـــية التكيــــف و التكــوين

Abstract

تعتبر مفتشية العمل الركيزة الأساسية التي تعتمد عليها الدولة في ضمان السير الحسن لقطاع العمل في الجزائر، حيث أوكلتها عدة مهام وصلاحيات تقوم بها من أجل ضبط علاقات العمل، وإحداث موازنة بين رب العمل والعامل، وهذا من خلال مراقبة مدى تطبيق قوانين العمل، ومشاركة المستخدمين والعمال في إعداد وتطبيق النظام الداخلي في المؤسسة، وكذا الوقاية من النزاعات الفردية والجماعية، وهي تلعب دورا بارزا في حماية العامل خاصة، لا سيما أنه يمثل الحلقة الأضعف في علاقات العمل. تحاول هذه الدراسة الموسومة بـ "دراسة سوسيولوجية لسلك مفتشية العمل في ظل التغيرات السوسيو اقتصادية نحو اقتصاد السوق: إشكالية التكيف والتكوين" التطرق إلى موضوع التكوين الخاص بسلك مفتشي العمل، في الجزائر، بغية التعرف النموذج الملائم لهندسة البرامج التكوينية، وتتمثل هذه النماذج حسب منظمة المكتب الدولي للعمل في: نموذج المفتشية العامة، نموذج المفتشية المتخصصة، نموذج الفرق المتعددة الاختصاصات العاملة على تحسين البيئة وشروط العمل.

The labor inspectorate is considered the main pillar on which the state relies in ensuring the proper functioning of the labor sector in Algeria. In preparing and applying the internal system in the institution, as well as the prevention of individual and collective conflicts, and it plays a prominent role in protecting the worker in particular, especially since it represents the weakest link in work relations. This study, entitled "Sociological study of the labor inspectorate corps in light of socio-economic changes towards a market economy: the problem of adaptation and training," attempts to address the del for engineering training programs, and these models are represented by the office organization Iissue of training for the corps of labor inspectors, in Algeria, in order to identify the appropriate monternational work in: the General Inspectorate model, the specialized inspectorate model, the multidisciplinary teams model working on improving the environment and working conditions.
