الشبكـة الـوطنيـة لمكتبـات المطالعـة العمـوميـة في الجــزائر : بين الجاهزية وآليات التأسيس

Abstract

الهدف من الدراسة يكمن في التعرف على مدى جاهزية واستعداد المكتبات الرئيسية على العمل في إطار تحقيق مشروع الشبكة الوطنية لمكتبات المطالعة العمومية، من خلال دراسة وتحليل الجوانب المتعلقة أولاً- بمدى تأهيل مدراء هذه المكتبات على مبادئ التخطيط وتنظيم فعاليات تنفيذ مشروع الشبكة، وثانيًا- دراسة مؤهلات المكتبيين العاملين بهذه المكتبات الرئيسية وقدراتهم في مجال شبكات المكتبات ومدى احتياجهم لعنصر التكوين بهدف التحكم في مختلف الأنشطة الفنية المتعلقة بهذا النوع من المشاريع التعاونية بين المكتبات هذا من جهة، ومن جهة أخرى البحث في مدى توفر المكتبات الرئيسية على الإمكانيات المادية والبشرية والشروط اللازمة التي تسمح بتجسيد المشروع، للانطلاق من مرحلة التأسيس إلى مرحلة الإقلاع الفعلي باعتماد نفس المعايير، ومنه الاستفادة من العمل الجماعي فيما يخص جمع واقتناء الإنتاج الفكري وتنظيمه وفهرسته وتوحيد الإجراءات الفنية في سبيل وضع منتجات وثائقية موحدة، وتسهيل نقل وتبادل المعلومات والمصادر والخبرات ما بين المكتبات الرئيسية للمطالعة العمومية، وتنسيق الجهود لتجنب تكرار الأعمال وفي هذا توفير للوقت والجهد والكلفة، خدمة لغرض إقامة مشروع الشبكة الوطنية لمكتبات المطالعة العمومية في نشر وتطوير وترقية المطالعة العمومية في بلادنا.

The study aims to identify the readiness of the principal libraries to work within the framework of the National Network of Public Reading Libraries project through analysing aspects related to : first of all the, qualification of the directors of these libraries in relation to planning principles and organizing activities of the implementation of the network project. Secondly, to study the qualifications and capacities of librarians working in these main libraries in the field of library networks and their need for training in order to control the various technical activities regarding this type of joint projects between these libraries, on the one hand, and on the other hand, to examine the availability of material and human resources in addition to the necessary conditions in the principal libraries that allow the project to be realized so as to start from the establishment phase to the actual launch phase by adopting the same standards, and taking advantage of collective action in collecting, acquiring, organizing and cataloguing intellectual production and standardizing technical procedures for the development of standardized documentary products, facilitating the transfer and exchange of information, sources and expertise among the main libraries of public reading, coordinating efforts to avoid duplication of work so as to save time, effort and costfor the purpose of establishing the national network project for public reading libraries in order to spread, develop and promote public reading in our country.
