الخلاصة:
تهدفُ هذه الدراسة إلى طرحِ مُقاربة جديدةٍ لإدارة وتسيير الممتلكات الثقافية العقارية في الجزائر، من خلال وضع نظام جديد مبتكَر أساسه الحوكمة والتسيير التشاركي والشامل للممتلكات الثقافية، كما تبني هذه المقاربة معالمها خارج السياقات القديمة والتقليدية، نابعةً من تشخيصِ الواقع وجميع المراحل التاريخية السّابقة وذلك منذ المحاولات المبكّرة لوضع أُسسٍ لعمليات إدارة وتسيير الممتلكات الثقافية في فترة الاحتلال الفرنسي للجزائر إلى غاية يومنا.
تقترح المقاربة الجديدة مجموعةً من الآليات والإجراءات كالتدابير القانونية، والأطر المؤسساتية والأدوات المنهجية الموحدة للجرد الأثري والمنصات الرّقمية لتسيير الممتلكات الثقافية العقارية، التي من شأنها توفير قاعدة ثريةٍ للمعطيات ومجموعة المؤشرات التراثية التي تسمح بتنوير مسار صنع القرار وفي فترة زمنية وجيزة؛ كما تعرّج إلى أدوات التسيير في المخطط التوجيهي لإدارة الحماية والتثمين؛ وأنظمة المتابعة والمراقبة البعدية مما يجعل النظام الجديد للإدارة والتسيير سلسا لتحقيق الغاية المنشودة وهي الحفاظ الأمثل على الممتلكات الثقافية العقارية واستغلالها وتنظيمها والذي يدوم لعقود وليس لبضع سنوات
This study aims to propose a new approach to the Administration and management of Immovable cultural property in Algeria through the establishment of a new innovative system based on governance inclusive management and the participatory, this approach also builds its features outside the old and traditional contexts, stemming from the reality diagnosis and all previous historical stages; Since the first attempts to lay the basis of managing cultural property until present day.
The new approach proposes a set of legal mechanisms, institutional frameworks, methodological tools for archaeological inventory, and digital platforms, which would provide a set of heritage indicators that allow to inform decision-making; It also referred to the management tools in the directive plan for protection and valuation, and follow-up systems, which make the new management system smooth to achieve optimal preservation, exploitation and organization of Immovable cultural property, which lasts for decades and not for a few years
