النظام السياسي وأثره على التطور الاقتصادي في الجزائر 1962 ـ 1978

Abstract

تتمحور هذه الدراسة البحثية حول موضوع بالغ الأهمية، ألا وهو التأثير للنظام السياسي على تطور وسيرورة التجربة الاقتصادية الجزائرية خلال فترتي الرئيس بن بلة( 1962 ـ 1965)والرئيس بومدين( 1965ـ 1978) بداية بالتسيير الذاتي الذي طبق في الاقتصاد الجزائـري والذي ميز سياسة أول رئيس للجمهورية الجزائرية بعد الاستقلال مباشرة، وصولا الى سياسة الصناعات المصنعة القائمة على التخطيط والتأميم، حيـث حـاول الباحث الاحاطة بأهم الظروف والتحديات التي واجهت الاقتصاد الجزائري، والتي كانت بمثابة دوافع ومنطلقات حقيقية لتبني هذه السياسات، ثم انتقل الى ابراز الاهداف المرجوة وأهم الأطروحات التي نظٌرت لها، وصولا الى اعطاء تقييم شامل لهذه السياسات من كل الجوانب سواء من جانب التسيير أو التمويل أو التسويق، ليخلص في الأخير الى أن الأزمات السياسية والأمنية والتسلط في الحكم والشعوبية واستيراد النماذج الجاهزة كلها أمراض سياسية ابتليت بها الجزائر سياسيا، وكانت بمثابة الأرضية الخصبة لانتشار العديد من الأدواء كالبيروقراطية والريع والمديونية والتبعيـة التي رهنت الاقتصاد الوطني خاصة والبلد لأكثر من 16 سنة. This research study revolves around a very important topic, which is the impact of the political system on the development and the progress of the Algerian economic experience during the terms of President Ben Bella (1962-1965) and President Boumediene (1965-1978). Starting with the implementation of the self-management in the Algerian economy, which characterized the policy of the first president of the Republic of Algeria immediately after the independence. Then, the researcher arrives to the point that deals with the policy of industrial industries based on central planning and nationalization, where he tried to tackle the most important circomstancess and challenges that faced the Algerian economy. These were real motives and starting points for the adoption of these policies. After that, the researcher moved to highlight the goals to be achieved and the most important theses that discussed them , in order to give an overall evaluation of these policies from all its aspects, whether in terms of management, financing or marketing. Finally, he concludes that the political and security crises, authoritarian rule, populism, and the import of ready-made models are all political diseases that afflicted Algeria politically. Besides, it served as a fertile ground for the spread of many other diseases, such as bureaucracy, rent, indebtedness and dependency that have locked up the whole fate of the country and its national economy for more than 16 years.
