التاريخية أن الوالي العام جاك سوستال أثناء توليه فترة الحكم في الج ا زئر سنة 5511 ناضل
من أجل تطبيق سياسة مزدوجة عن طريق تجسيد مشروعه وأفكاره العسكرية والقمعية
والسياسية الإدماجية، بخلق قوة ثالثة بإش ا رك الج ا زئريين من أجل القضاء على الثورة المباركة
وتهدئة الأوضاع ونشر الأمن ظاهريا أما باطنيا فهو عزل الشعب عن الثورة لكن هذا
المشروع قوبل بالرفض من طرف المستوطنين
