عدم مراعاة حق الطريق وأثره على السلامة المرورية

Abstract

لقد جاءت هذه المقالة لتسليط الضوء على الأخطاء، التجاوزات الملاحظة على مستوى الاستعمالات المختلفة لفضاء وحق الطريق، وكذا المفاهيم المختلفة، القانونية، الدينية والسلوكية التي تؤكد على ضرورة إعطاء الطريق حقه خلافا لما هو سائد في الوقت الحاضر، سواء على مستوى المجتمع بصفة عامة أو مستعملي الطريق بصفة خاصة. حيث سيتم تناول مختلف النواحي التي تؤطر عملية تنظيم الحركة المرورية والكشف عن استعمالاتها السليمة والخاطئة والشائعة، على أمل توعية وتحسيس مختلف مستعملي الطريق إلى جانب القائمين على ضمان سلامة الطريق ما يجعل إعطاء الطريق حقه أولوية بغية الوصول إلى تحقيق ثقافة مرورية أفضل. من خلال الاعتماد على التناول النسقي (System Approach)، اعترافا بأن الحوادث والإصابات تنتج عن تجميع لعدة عوامل ومن أهمها عامل الطريق كبيئة مؤهلة لوقوع حوادث المرور وخاصة إذا أسيء استعمالها، وعليه فإن أخطاء مستعملي الطريق ما هي إلا واحدة من هذه العوامل، انطلاقا من أن تفاعل عدة عوامل مع بعضها البعض قد يتسبب في الحوادث والاصابات. الأمر الذي يوحي بأن هذه القضية هي قضية مجتمع وما تعكسه من نقص التربية والثقافة المرورية ليس لدى مستعملي الطريق فحسب، بل قد تتعداه لتشمل أطرافا أخرى سواء كانت معنية بصفة مباشرة أو غير مباشرة، كما هو الحال بالنسبة لأصحاب المحلات التجارية، ولواضعي الإشارات ومصممي الطريق والقائمين على صيانتها، وباقي مستعملي الطريق من سائقين ومشاة وغيرهم. الكلمات المفتاحية: فضاء الطريق، تصميم الطريق، مستعملي الطريق، الوقاية المرورية، حوادث المرور. Abstract: This article has come to shed light on the violations observed at the level of misuses of the space and the right of road, on the various legal, religious and behavioural concepts that emphasize the need to give the road its right in contrast to what is prevalent nowadays, whether at the level of society or road users in particular. Where various concepts that frame the process of organizing traffic will be presented in the hope of educating and alerting the various road users beside those in charge of ensuring road safety which make giving the road its right as a first priority in order to achieve a better traffic culture. Relying on the system approach which recognise that accidents and injuries result from a combination of several factors, and therefore, road user errors are only one of these factors, based on the fact that the convergence of several factors with each other causes accidents and injuries. It suggests that this issue is a community issue and what it reflects from the lack of traffic education and culture, not only for road users, but may also extend to other parties, whether directly or indirectly concerned, as is the case for those who put traffic signs, road designers and those in charge of its maintenance.
