تقييم البرامج والخدمات المقدمة للأطفال ذوي الاعاقة في ضوء المعايير العالمية في مراكز التربية الخاصة

Abstract

هدفت الدراسة إلى الكشف عن تقييم البرامج والخدمات المقدمة للأطفال ذوي الاعاقة في ضوء المعايير العالمية من وجهة نظر العاملين في مراكز التربية الخاصة الفلسطينية، تكون مجتمع الدراسة من جميع العاملين في مراكز التربية الخاصة الفلسطينية ، اختير منهم عينة متاحة بلغت على (122) – ذكورًا وإناثًا-،. استخدم المنهج الوصفي لملاءمته لطبيعة الدراسة. ولتحقيق أهداف الدراسة تم بناء استبانة مكونة من 43 فقرة، بعد التحقق من صدقها وثباتها. أسفرت نتائج الدراسة إلى أن الدرجة الكلية لمستوى متوسط البرامج والخدمات جاءت بدرجة كبيرة حيث بلغت (3.36)، ومتدرجة على النحو الاتي: المجال التربوي ثم البيئة التعليمية واخيرا التقييم كما أظهرت النتائج إلى وجود فروق ذات دلالة إحصائية بين متوسطات درجات الخدمات والبرامج تعـــــــزى لمتغير سنوات الخدمة، وفي مجال البرنامج التربوي، (البرنامج التربوي الفردي والمنهاج)، وكانوا لصالح سنوات الخدمة من 5-10 سنوات.بينما لا توجد فروق ذات دلالة إحصائية بين متوسطات درجات الخدمات والبرامج تعـــــــزى لمتغير الجنس والتخصص والمؤهل العلمي، ونوع الاعاقة والمحافظة. واوصت الدراسة بعمل مؤشرات لمعايير خاصة للبرامج والخدمات الفلسطينية المقدمة لذوي الاعاقة وأثرها في تطوير فئات ذوي الاعاقة، وموائمتها وفق المعايير العالمية.

This study aimed to reveal the reality of programs and services provided to children with disabilities in Palestinian special education centers in the light of international standards from the point of view of workers in Palestinian special education institutions. A descriptive approach was used for its suitability to the nature of the study. To achieve the objectives of the study, a questionnaire consisting of 43 items was built, after verifying its validity and reliability. The results of the study revealed that the total score for the average level of programs and services was largely satisfactory, reaching 3.36. which were ranked as follows: the educational field, then the educational environment, and finally evaluation. The results also showed that there were statistically significant differences between the mean scores of services and programs due to the variable of years of service, and in the field of the educational program (the individual educational program and the curriculum). These differences were in due to workers with 5-10 years of service. The study recommended developing indicators of special standards for Palestinian programs and services provided to people with disabilities and their impact on developing groups of people with disabilities, and harmonizing them according to international standards.
