مفهوم الديمقراطية بين التنظير اليوناني والتنظير الحديث

Abstract

يأتي طرح موضوع الديمقراطية لراهنية النقاش السياسي وتبعاته على المستوى النظري وما يتعلق من نتائج إيديولوجية غاية في التصعيد، أو على المستوى العملي وما يستتبعه من تحولات سياسية واقتصادية وعائقدية، فتاريخ الديمقراطية تاريخ صراع ضد سياسات القوة والهيمنة والاستبداد، هو تاريخ لعلاقة جدلية بين الحاكم والمحكوم والقائد والمنقاد، فهذه الصراعات شكلت دون أدنى شك المادة الأساسية الدسمة لتاريخ الفكر السياسي عامة، والفكر الديمقراطية على وجه الخصوص، إنه يمثل صراع الإنسان المكافح ضد الأنظمة الدكتاتورية والشمولية والكليانية والثيوقراطية. إن انتصار سلطة العقل لصالح الديمقراطية كانت بولادة التجربة الأولى ذات المنشأ اليوناني، ولكن مع تطور مسار الأحداث أين مر الغرب الحديث منذ القرن السادس عشر بنسق سريع من التغيرات والتحولات الهامة والجذرية التي هيأت لنهوضه بعدما عمّق الفكر الديمقراطي الحديث الفارق عن طريق الوصول إلى خطاب أكثر جرأة، أين طالب بمساءلة الحاكم، وطالب بالسند الشرعي، فكل هذه التحولات كشفت فيما بعد عن حقيقة مفادها أنه على الرغم من تفوق الديمقراطية على باقي الأنظمة السياسية الأخرى ومع ذلك لا تخلوا من عيوب، فهي نظام مفتوح على التعديل والإصلاح. The discussion of democracy is a timely one, with significant theoretical and ideological consequences. It encompasses both theoretical debates about the nature of democracy and its various forms, as well as practical considerations about its implementation and the political, economic, and social transformations it entails. Throughout history, democracy has been a battleground against authoritarian, hegemonic, and tyrannical rule. It represents a complex and dynamic relationship between the ruler and the ruled, the leader and the follower. These struggles have undoubtedly formed the core of political thought in general, and democratic thought in particular. They embody humanity's ongoing struggle against oppressive systems, whether dictatorial, totalitarian, or theocratic. The triumph of reason over power in favor of democracy marked the birth of the first Greek-inspired experiment. However, as the modern West progressed from the 16th century, it underwent a rapid series of significant and transformative changes that paved the way for its rise. Modern democratic thought deepened the divide by embracing a bolder discourse that demanded accountability from rulers and sought legitimacy. These transformations eventually revealed the truth that, despite its superiority over other political systems, democracy is not without its flaws. It is a system open to modification and reform
