أرشيف الجامعات الجزائرية: واقع وآفاق

Abstract

يتمحور موضوع الدراسة حول وضعية الأرشيف بالجامعة الجزائرية، حيث تم اختيار تسع جامعات مقسمة على ثلاث مراحل، ذلك بالاعتماد على كل من المعيار الزمني والمعيار الجغرافي، في محاولة لأخذ نظرة عامة وشاملة حول تنظيم وتسيير الأرشيف على مستوى الجامعة الجزائرية بشكل عام، وباستخدام مجموعة من أساليب جمع البيانات، تم التعرف على وضعية الأرشيف من عدة نواحي، هيكلية، تنظيمية، ووظيفية، بالإضافة إلى دور التشريع والتقنين الدولي في دعم وتطوير معالجة الأرشيف. كما تم التوصل لعدة نتائج، أبرزها غياب التسيير الجيد للأرشيف الجامعي على مستوى هذه المؤسسات، وكذا إشكالية تحديد المصير النهائي للأرشيف، وعلى من تقع مسؤولية حمايته والمحافظة عليه، كذاكرة مؤسساتية تخدم بالدرجة الأولى قطاع التعليم العالي، بالإضافة إلى كونه يمثل أرشيف يمتلك من الخصوصية ما يجعله يمثل جزء من ذاكرة الدولة كلل، ومسألة الاهتمام به والمحافظة عليه أمر ضروري وحتمي.

The subject of the study revolves around the status of the archives at the Algerian university, where nine universities were selected, divided into three stages, based on both the chronological criterion and the geographical criterion, in an attempt to take a general and comprehensive view of the organization and management of the archive at the level of the Algerian university in general, and using a set of methods. In collecting data, the state of the archive was identified from several structural, organizational, and functional aspects, in addition to the role of international legislation and codification in supporting and developing the treatment of the archives. Several results were also reached, the most prominent of which is the lack of good management of the university archives at the level of these institutions, as well as the problem of determining the final fate of the archive, and who is responsible for protecting and preserving it, as it is an institutional memory that primarily serves the higher education sector, in addition to the fact that it represents an archive that possesses some privacy. It makes it a part of the state's memory, and the issue of caring for it and preserving it is necessary and inevitable.
