نحو إطارٍ جزائري لكفاءات الثقافة المعلوماتية في التعليم العالي: بالاستناد المقارن إلى النماذج الدولية

Abstract

Abstract: This article addresses the absence of a structured national information literacy framework for Algerian higher education, despite the existence of advanced international, foreign national, and Arab/regional models. Drawing on a comparative approach and systematic documentary analysis, the study identifies a shared core of competencies centered on the information cycle, academic searching, critical source evaluation, and digital ethics. It also highlights key divergences shaped by linguistic, pedagogical, and institutional contexts, and differentiates between frameworks explicitly designed for higher education and those primarily oriented toward school systems. The paper argues for an inferential and adaptive pathway to develop an Algerian university-oriented framework, with expanded attention to national specificities such as multilingual realities, uneven digital transformation, and the mediating and instructional roles of university libraries. This orientation is presented as a lever for curriculum modernization, stronger student competencies, and closer alignment of Algerian universities with global open science dynamics. Keywords: Information literacy ; Digital competencies ; International frameworks; Extrapolation and adaptation; Higher education; Algeria; European and Arab models. الملخص: يعالج هذا المقال غياب إطار وطني مُهيكل لكفاءات الثقافة المعلوماتية في التعليم العالي الجزائري، رغم توافر نماذج دولية، وأطر وطنية أجنبية، ومرجعيات عربية/إقليمية متقدمة. وبالاعتماد على مقاربة مقارنة وتحليل وثائقي منهجي، تحدد الدراسة نواة مشتركة من الكفاءات تتمحور حول دورة المعلومات، والبحث الأكاديمي، والتقييم النقدي للمصادر، وأخلاقيات الاستخدام الرقمي. كما تُبرز اختلافات جوهرية تفرضها السياقات اللغوية والبيداغوجية والمؤسساتية، وتُميّز بين المرجعيات ذات التوجيه الجامعي الصريح وتلك الموجّهة أساسًا للسلم المدرسي. وتدافع الدراسة عن مسار استقرائي-تكييفي لبناء إطار جزائري موجّه للجامعة، مع توسيع التركيز على الخصوصيات الوطنية مثل التعدد اللغوي، وتفاوت التحول الرقمي، ودور المكتبات الجامعية في الوساطة والتأطير. ويُقدَّم هذا التوجّه باعتباره رافعةً لتحديث المناهج، وتعزيز كفاءات الطلبة، ومواءمة الجامعة الجزائرية مع ديناميكيات العلم المفتوح. الكلمات المفتاحية: الثقافة المعلوماتية؛ الكفاءات الرقمية؛ الأطر الدولية؛ الاستقراء والتكييف؛ التعليم العالي؛ الجزائر؛ النماذج الأوروبية والعربية.
