Abstract

جاءت دراستنا هذه لتسلط الضوء على واقع التنظيم الإداري بالمكتبة الوطنية الجزائرية، ومن أجل الإلمام بهذا الموضوع الحساس والبالغ الأهمية، قمنا بتعريف المكتبة الوطنية والتنظيم الإداري، وتحديد أهمية التنظيم الإداري بالمكتبات وعناصره، كما عملنا على عرض مختلف المراسيم التنفيذية والقرارات التي تنظم سير المكتبة الوطنية الجزائرية ودراستها وتحليلها سواء من ناحية مهامها ووظائفها أو من ناحية تسيير المورد البشري العامل بهذه المكتبة من إطارات سامية وإطارات وموظفين. وهذا كله خضع لمنهجية صارمة لأجل توخي الموضوعية في عرض النتائج التي كانت من أبرزها أن المكتبة الوطنية الجزائرية تسيرها ترسانة قانونية معتبرة وهي تلم بجميع جوانب عملها، غير أن بعض هذه القوانين تكتنفها بعض النقائص والتي تحول دون تطور وتحسن عمل المكتبة خاصة القانون الأساسي الذي يعتبرها مؤسسة وطنية ذات طابع إداري وبالتالي فإن ميزانيتها تابعة مباشرة للدولة أي تحتاج دائما إلى إعانة الدولة، هذه الطبيعة القانونية تحول نوعا ما دون مواكبتها السريعة للتطورات الحاصلة في مجال المكتبات والمعلومات Our study highlights the reality of the Algerian National Library administrative organization. Aiming at exploring this sensitive and important subject, we defined the National Library and the administrative organization, highlighting the importance of the administrative organization in libraries as well as its elements. In addition to that, we presented the various executive decrees and decisions organizing the Algerian National Library management in an analytical study covering both its tasks and functions, and its human resources management being senior managers, managers or workers. The study is built according to a strict methodology in order to end with a subjective presentation of results, most notably, it concluded that the Algerian National Library is governed through a considerable legal arsenal that covers all of its work aspects, However some of these laws have some lacks that prevent developing and improving the library work, mainly the rules of procedures which defines the Algerian National Library as a national institution with an administrative character, consequently it is financed by the government, through state subsidies. This legal nature prevents the library from keeping pace with the rapid developments in the field of libraries and information.
