الجهاز الأمني الفرنسي بالبلاد التونسية خلال الفترة الاستعمارية: جهاز الشرطة انموذجا

Abstract

منذ احتلالها البلاد التونسية اعتمدت الحكومة التونسية عدّة طرق ووسائل بغية تحقيق أهدافها السّياسية والاقتصادية و تبعا لذلك كانت بحاجة إلى جهاز أمني منظّم و قوي يؤمّن للسلطات الفرنسية تنفيذ مخططاتها الاستعمارية، و من بين الهياكل الأمنية التي اعتمدتها سلطات الحماية هي جهاز الشرطة الذي ورثته الحكومة الفرنسية عن الحكومة التونسية و الذي سرعان ما تمكنت السلط الفرنسية من فرنسة هذا الجهاز من خلال اعادة تنظيمه و هيكلته وفق المنوال الفرنسي غير أنّ هذا الجهاز قد عرف عديد الاخلالات أثّرت على أداء مهامه لعلّ أبرزها تجسّدت في العلاقات التي جدّت بين المشرفون على هذا الجهاز و التي كانت تنتهي عادة بتدخل المقيم العام اضافة إلى النقص في الاطار البشري الذي كانت تعلّله الحكومة الفرنسية بالصعوبات المادية. Since its occupation to Tunisia, the French government has adapted several ways and means to achieve its political and economic objectives. So, it needed a strong organized security system that would ensure that the French authorities could carry out their colonial designs. Among these security structures adopted by the protection authorities is the police service inherited by the government. Then, the French authorities quickly managed to get this device in order by reorganizing it, structuring it and fine tuning it. However, this body has known many breaches that have affected the performance of its functions. The most prominent of these breaches is the differences that existed between its supervisors; which usually ended with theintervention of the general resident. In addition, there’s a shortage of the human frame wile; wish has been explained by the French government wish material difficulties.
