Abstract

يعكس تعدد المقاربات التي تتناول مفهوم الخدمة العمومية، التعقيد المتواجد بخصوص هذا المفهوم، فعدم الوضوح المرتبط بتعريفه، وكذلك تباين النظرة إلى الخدمة العمومية، هو الأمر الذي جعل منه موضوعا محل نقاش مستمر إلى يومنا هذا.حيث نجد أن موضوع الخدمة العمومية من بين المواضيع التي احتلت الصدارة في العديد من المجتمعات، وأعطي أهمية بالغة لدى الباحثين، بعد أن كان محل اهتمام السياسيين وصناع القرار والمخططين. The multiplicity of approaches that deal with the concept of public service reflects the complexity of this concept. The lack of clarity associated with its definition, as well as the divergence in the perception of the public service, made it a subject of constant discussion to this day. Has been at the forefront of many societies, and has been of great interest to researchers, having been the focus of politicians, decision-makers and planners.
