Abstract

اقتنع وليام شالر في ظل ندرة الكتابات حول إيالة الجزائر (سياسيا واجتماعيا، واقتصاديا)، بضرورة استغلال فرصة تواجده بالجزائر في خوض غمار كتابة ملاحظاته وانطباعاته حول صحية قوّة وأهمية سياسة مملكة الجزائر القائمة على القرصنة، وتتبع أسباب العديد من الأحداث التي ظهرت منذ إقامته بالمملكة سنة 1816 م كقنصل عام للوليات المتحدة الأمريكية، والوقوف على التأثير الذي يفترض أن يحدثه، تسامح هؤلاء القراصنة على ازدهار التجارة الأمريكية في البحر الأبيض المتوسط.
