جريمة تهريب المخدرات في الجزائر بين شساعة التراب الوطني وحتمية خفض العرض في السوق غير الشرعية

Abstract

إن السوق غير المشروعة هي تلك السوق التي نجد فيها كل أنواع السلع والخدمات التي يصعب، بل يستحيل الاتجار بها علنية أو بطريقة مشروعة. وهناك العديد من السلع التي يتم تداولها في هذه السوق، كالأسلحة و الأعضاء البشرية و السلع غير الأصلية، والمخدرات التي هي موضوع ورقتنا هذه. إن المخدرات سواء الطبيعية منها، أو المصنعة أو نصف المصنعة، يتم تهريبها من بلد إلى بلد ومن إقليم إلى أخر ومن قارة إلى أخرى عبر عملية التهريب، مرورا ببعض البلدان التي تم تصنيفها بدول العبور كالجزائر. ونظرا لشساعة التراب الوطني، وطول الحدود مع أكبر منتج لراتنج القنب في العالم وتقاسم الحدود مع بعض دول الساحل، جعل من صعوبة الأمر بمكان لأجهزة مكافحة المخدرات الجزائرية التحكم في الوضع. وجاءت هذه الورقة لتحليل الوضع من عدة أبعاد تخص ظاهرة تهريب المخدرات في الجزائر.
