Abstract

تناولت الدراسة موضوع تأثير الوصول الحر على النشر العلمي للباحثين، والذي يعد نموذجا جديدا فرضه العصر الرقمي، كنتيجة حتمية للحد من هيمنة الناشرين التجاريين على سوق النشر العلمي، وتجاوز أزمة الدوريات، والتي تهدف إلى تسليط الضوء على حركة الوصول الحر للمعلومات العلمية والتقنية، والتعرف على اتجاهات الباحثين نحو الوصول الحر في إعداد ونشر أبحاثهم العلمية، والعوامل المتحكمة في ذلك. وعليه اعتمد الباحث على المنهج الوصفي، من خلال الدراسة الميدانية والتي أجريت على الأساتذة الباحثين بجامعة قسنطينة 2 عبد الحميد مهري، وقد تم توظيف الاستبيان كأداة أساسية لجمع البيانات، والتي وزعت على 135 باحثا. أفضت الدراسة إلى عدم نضج حركة الوصول الحر بالجزائر، بالنظر إلى العراقيل التي تعاني منها، كغياب الدعم المالي، وعدم معرفة الباحثين بطرق حماية أعمالهم العلميةالرقمية، وزيادة تخوفهم من السرقة العلمية في ظل غياب القوانين التشريعية والسياسات المؤسساتية المنظمة لذلك، ومع ذلك فهي في منحى تصاعدي كزيادة الاهتمام بدوريات الوصول الحر، وإنشاء المستودعات الرقمية والذي يزيد من فرص تكشيفها في أدلة الوصول الحر العالمية، وكذا الرغبة المستقبلية للباحثين في نشر أبحاثهم وفق مبدأ الوصول الحر. وفي الختام أوصى الباحث بضرورة دعم وتمويل حركة الوصول الحر من طرف الجهات الوصية، وعقد اللقاءات العلمية لإزالة اللبس عنها، مع صياغة قوانين تشريعية تضمن الحماية والإتاحة على حد سواء.This study addressed the issue of the impact of Open Access on scientific publishing for researchers. Accordingly, the researcher used the descriptive method through the field study, which was conducted among research professors at the University of Constantine 2, and usingThe questionnaire, wich was distributed to 135 researchers, tool for collecting data. The study revealed the immaturity of the Open Access movement in algeria due to the obstacles it suffers from, such as the absence of financial support, researchers lack of knowledge of ways to protect their digital scientific works, and their increased fear of scientific plagia in light of the absence of legislative laws and institutional policies regulating it. Nevertheless, it is on the rise, with interest growing such as the interest in Open Access journals and the establishment of digital repositories would increase the chances of them indexing in global Open Access directories, as well as the future desire of the researchers to publish their research according to the Open Access. In conclusion, the researcher insisted on the necessity of the supporting and funding of the Open Access movment by guardian autorities and holding scientific meetings to remove confusion about it, while drafting legislative laws that guarantee both protection and availability of scientific research.
