Abstract

Various countries and peoples have paid special attention to disability of all kinds and forms. Currently, the disabled person is not viewed as a burden on his family and society. Rather, he is an active individual like other individuals who has a role to play and has the right to get a job, start a family, and enjoys all his rights guaranteed to him by the society in which he lives. This study touched on the issue of people with special needs, by referring to the most important genetic and environmental causes that lead to disability, then defining special education and mentioning the reasons for its emergence and development in various countries, as it plays a pivotal role in the process of preparing and rehabilitating people with special needs and shaping them from early childhood. This is done by developing educational programs that suit the characteristics and requirements of this segment of society. Finally, the current study touched on some of the pioneering experiences of some Arab and foreign countries in the field of special education for people with special needs, and the most important modern global trends in their care.
