Item La bibliothèque numérique de l’ENSA(قسم علم المكتبات, 2021-12-20) Slimani, Rahima; Issolah, RosaLa bibliothèque numérique agronomique de l’ENSA a été lancée suite au programme triennal 2003/2005 inscrit dans le cadre du RADA*. Son objectif principal et non seulement de répondre à la demande d’accès au texte intégral de la production scientifique de l’école mais également de la production nationale. Malgré l’arrêt du programme en 2005, les systèmes mis en place continuaient à fonctionner permettant ainsi la mise en ligne des travaux qui portent sur les publications scientifiques des enseignants chercheurs de l’ENSA, et plus particulièrement leurs thèses. En 2015, le dispositif déjà installé est devenu obsolète, et une solution open source DSpace est adoptée. Ainsi, dans notre présente contribution, nous allons essayer de dresser le parcours qu’a connu la bibliothèque de l’ENSA pour devenir une bibliothèque numérique, pour rendre ainsi possible et opérationnel la mise en place de son dépôt institutionnel grâce à DSpace.Item Scientific Plagiarism in Legislative and Regulatory Texts(قسم علم المكتبات, 2021-12-20) Faroukhi, Louiza; Chebab, FatimaThe aim of this article is to carry out a comparative study between the Algerian and Tunisian legislative and regulatory rules related to the phenomenon of plagiarism. To do this, we examined the legislative rules contained in the official journals of the Republic of Algeria and that of the Republic of Tunisia. We then extracted all the rules dealing with the phenomenon, approached the formal analysis of these rules and compared the content of the Algerian and Tunisian texts. The study revealed that the Tunisian legislator had tackled the problem by promulgating a presidential decree issued in 2008 on the proposal of the Minister of Higher Education, Scientific Research and Technology. The Algerian legislator, by cons, has been contented with regulatory texts, among which is the ministerial decree published in 2016 setting the rules on the prevention and fight against plagiarism. The study also concluded that the rules of the Tunisian text on punitive measures impose sanctions according to the extent to which plagiarism affects the substance and value of scientific production, whereas Algerian rules do not take into account this element. يهدف هذا المقال الى دراسة مقارنة بين القواعد التشريعية والتنظيمية الجزائرية والتونسية التي تناولت التصدي لظاهرة الانتحال العلمي. من أجل بلوغ ذلك، اطلعنا على القواعد التشريعية التي وردت في الجريدة الرسمية للجمهورية الجزائرية وفي الرائد الرسمي للجمهورية التونسية، كما اطّلعنا على النصوص التنظيمية الصادرة عن وزارة التعليم العالي للبلدين، قمنا بعد ذلك باستخراج كل القواعد المتضمّنة للظاهرة ثم تطرقنا للتحليل الشكلي والموضوعي لهذه القواعد وقارننا بين ما جاءت به النصوص الجزائرية والنصوص التونسية. توصلت الدراسة الى أن المشرّع التونسي تصدّى للظاهرة بموجب أمر رئاسي صدر سنة 2008 بناءا على اقتراح من وزير التعليم العالي والبحث العلمي والتكنولوجيا، أمّا المشرّع الجزائري فقد اكتفى بنصوص تنظيمية من بينها المنشور الوزاري الصادر عن وزير التعليم العالي والبحث سنة 2016. خلصت الدراسة أيضا إلى أن قواعد النص التونسي المتعلّقة بالتدابير العقابية تفرض عقوبات وفقا لدرجة تأثير الانتحال على جوهر الانتاج العلمي وقيمته العلمية في حين لا تأخذ القواعد الجزائرية بعين الاعتبار هذا العنصر.Item المَوْصِليّة الرقمية بوابات سهلة المنال ومكتبات حفية بذوي الحاجيات الخاصة(قسم علم المكتبات, 2021-12-20) حوالي, مولودتعد إتاحة الوصول إلى بوابة المكتبة كإلزام قانوني حيث يجد العديد من المؤسسات صعوبات للوفاء به. و لدعمهم، أنشأت الدولة مقياسًا للموصلية الرقمية، مما أتى بنتائج مشجعة للغاية. و في هذا الشأن، لكي تكون مشتملة، يجب على المكتبة أن تكون حرصه على سهولة استخدامها من قبل الأشخاص ذوي الإعاقة. و في تلك الحالة، عسى أن يكون وضع ميثاق مكتبات حفية بذوي الحاجيات الخاصة مساهمة بالغة الأهمية لمثل هذا المشروع. Abstract Providing an accessible web portal is a legal obligation that many French libraries are finding challenging to implement. To guide them in the process, the French government has created a tool to test digital accessibility, with highly encouraging results. To qualify as inclusive, libraries must also seek to improve access for disabled users. A charter for disability-friend libraries would be a big step in the right direction. Résumé Rendre accessible le portail d’une bibliothèque est une obligation légale que de nombreux établissements peinent à respecter. Pour les accompagner, l’État a mis en place un baromètre de l’accessibilité numérique, avec des résultats très encourageants. Pour être inclusive, une bibliothèque doit aussi veiller à faciliter son utilisation par les personnes en situation de handicap. Une charte des bibliothèques handi-accueillantes pourrait apporter une contribution significative à un tel projet.Item النشاطات الثقافية في المكتبات العمومية(قسم علم المكتبات, 2021-12-20) لطابي, مريملا يمكن أن نتكلم عن حركية و نشاط مجتمع دون تطرق للحياة الثقافية لهذا المجتمع و التي تبرز من خلال مختلف النشاطات الثقافية التي تقام فيه ،وهنا يبرز الهدف من هذه الدراسة التي تهدف إلى إظهار أهمية النشاطات الثقافية في المكتبات العامة التي تعتبر مؤسسات اجتماعية ثقافية تربوية لها دور في نشر و الحفاظ على التراث الثقافي المحلي بالإضافة إلى الدور التقليدي المنوط بها ،و سنعرف مختلف النشاطات الثقافية التي يمكن أن تقوم بها المكتبات العامة و التي تساهم في تكوين الفرد و تنمية إبداعه و تشجيعه على حب المطالعة ، وبعث جو من النشاط و الحيوية في نفسية رواد المكتبة كما تعمل على تقريبهم من الكتاب و الاحتكاك به و بالتالي المساهمة في الحركية الإبداعية و الثقافية للمجتمع .Item المقدمة أم المقدمات(قسم علم المكتبات, 2021-12-20) كوداش, مليكةThe objective of this article is to try to find an explanation to the use of the word introduction in the plural by Amine Saati. The study of the given example as a model of organization of the research work shows us that in our opinion, it considers the introduction in singular )limited to the subject’s exposure), the interest of the subject, the objectives of the study its hypotheses, the sources of research and enumeration and justification of the report, as constituting introductory element. It should be noted that with the exception of the presentation of the subject, its interest of the subject and enunciation of the elements of content of the report, we can insert the other elements mentioned above in the preamble. By adopting the descriptive approach (documents, statistics, etc.), the study showed that this industry; which occupies an axial place among the other cultural industries and plays an important role in the creation of the cultural landscape; is increasingly dominated by the private sector, and that all related activities are mainly concentrated in the big cities of the north, and very particularly in Algiers which has 38% of printing houses and 65% of publishing houses active approx!. The study also concluded that the very high costs of producing local books, competition from imported books, deficiencies in distribution networks, as well as inadequate legislation relating to books, are the major difficulties plaguing the publishing industry. These difficulties increase the fragility of the book market, still subject to traditional policies, which threatens reading with extinction, especially in the face of the advent and the mad popularization of new media.
