    Abstract: Ibn khaldun is considered one of the most important philosophers of history who presented a theory on the emergence of the state, this theory was based on the idea of power and dominance on the one hand and the theory of neurosis on the other hand, It became one of the most important theories of political thought. That is why we seek through this article an openness to many concepts and intellectual perceptions through which the scholar ibn khaldun tried to زينب بومهدي 2 present a philosophical historical conception of the reasons for the emergence and establishment of states and even their demise and extinction in islamic thought
