صعوبات إستهلاك المجال الحضري لدى ذوي الإحتياجات الخاصة : دراسة ميدانية بالعاصمة

Abstract

الملخص: للمجال الحضري العام تأثير هام وملاحظ على ذوي الاحتياجات الخاصة بصفة عامة، وفئة المعاقين حركيا منهم بشكل خاص باعتباره موضوع لورقتنا البحثية هذه، نظرا لكثرة العقبات التي تعترضهم في تنقلاتهم وحركتهم داخل المحيط الفيزيقي للمدينة ووحداتها العمرانية المتنوعة، بدءا من مشكلات المواصلات والنقل ووسائله الموجودة على المستوى الحضري، إلى عدم تهيئة وإعادة التهيئة للشوارع والأرصفة والمسالك ومداخل ومخارج الطرق، والمرافق الحيوية والإدارية والوحدات العمرانية العمومية والخاصة، وصولا إلى المرافق الترفيهية وماينعكس عنه من تأثير سلبي على الأفراد بما فيهم المعرضين لتحد حركي، ما أدى بالعديد من البلدان ومنها الجزائر لإتخاذ الإجراءات الازمة لتكييف المعاق الحركي مع محيطه، من خلال سن التشريعات والقوانين الكفيلة بحماية حقوقهم، وكذا محاولات تطبيقها على الميدان في إطار خطوات إنجاز مشاريع، ووضع حلول كفيلة بتهيئة المحيط العام الداخلي والخارجي للمدينة بما يسمح للمعاق حركيا التنقلبسهولة والشعور بالراحة الأمن للمارسة نشاطاته اليومية، ليس فقط لبقائه ضمن هذا المجال كفرد مستهلك ومستقبل، وإنما للدفع به نحو اكتشاف قدراته العقلية والجسمية وتطويرها إلى أقصى حدودها كفرد فاعل داخل مجتمع المدينة، Abstract: The public urban space has a significant and noticeable impact on people with special needs in general, and the physically disabled in particular, as this is the subject of our research paper, due to the many obstacles they face in their movements and travel within the physical environment of the city and its various urban units, starting with transportation problems and means of transportation at the urban level, to the lack of preparation and rehabilitation of streets, sidewalks, paths, road entrances and exits, vital and administrative facilities, public and private urban units, and even recreational facilities, and the negative impact this has on individuals, including those exposed to a physical challenge. This has led many countries, including Algeria, to take the necessary measures to adapt the physically disabled to their surroundings, by enacting legislation and laws that guarantee the protection of their rights, as well as attempts to implement them in the field within the framework of steps to complete projects, and to develop solutions that guarantee the preparation of the internal and external public environment of the city in a way that allows the physically disabled to move easily and feel comfortable and safe to practice their daily activities, not only to remain within this area as a consumer and recipient, but also to push them towards discovering their mental and physical abilities. And develop it to its fullest extent as an active individual within the city community
