تسيير الوثائق الإدارية في ظل التحولات الرقمية: دراسة ميدانية بوزارة الداخلية–الجزائر-

Abstract

تعالج هذه الدراسة موضوعًا في غاية الأهمية، وهو تسيير الوثائق الإدارية بمختلف أنواعها وأشكالها التي يتم إنتاجها على مستوى الهياكل والمصالح الداخلية للمؤسسة، ويتبع تسيير هذه الوثائق نهجين: أحدهما ذو طابع ورقي، والآخر يتميز بالطابع الرقمي ومن خلال هذا الطرح، ركزت الدراسة على تسيير الوثائق الإدارية في شكلها الورقي وإمكانية التحكم في هذا التسيير في ظل التحول الرقمي والتطبيقات التكنولوجية الحديثة، وقد تم اختيار و زارة الداخلية والجماعات المحلية والتهيئة العمرانية كمثال، نظرًا لتقدمها الكبير في هذا المجال، كما تم التركيز على إنجازات الوزارة وأثرها على وضعية وثائق وأرشيف الإدارة المركزية التابعة لها، وتوصلت الدراسة إلى عدة نتائج، أبرزها التقدم الكبير في رقمنة الوثائق الإدارية ورغم ذلك لا تزال الوزارة تواجه العديد من التحديات، خاصة فيما يتعلق بتسيير الوثائق على مستوى مصلحة الأرشيف ودور الأرشيفيين This study addresses a very important topic, which is the management of administrative documents, of all types and forms, which are produced at the level of the internal structures and interests of the institution in general, and the management of these documents is subject to two approaches, one of which is paper-based, and the other is digital. Through this approach, we tried in this study to focus on the management of administrative documents in their paper form, and the possibility of controlling this management in light of the digital transformation and modern technological applications. The Ministry of Interior, Local Authorities and Urban Planning was chosen as an institution that is witnessing great progress in this management, and the focus was on the achievements of the ministry and its impact on the status of documents and archives of the central administration affiliated with it. Several results were also reached, the most important of which is the great progress in digitizing administrative documents. However, there are still many challenges facing the ministry, especially those related to document management at the level of the archives service and archivists alike.
