Abstract

يمثل دستور 1989 نقطة تحوّل مفصلية في ممارسة الحقوق والحريات العامة في الجزائر، ومنها الحرية النقابية.هذا التحول أدّى إلى تحرّر الفعل النقابي داخل المنظمات من سيطرت الأحادية النقابية. وانطلاقا من هذا التاريخ رأينا انفجارا في التنظيمات النقابية المستقلة. وظهور حراك نقابي مستقل استثنائي في قطاع التربية الوطنية خرج عن أبجديات النضال النقابيالمقنن المعهود، المتمثل في نقابة الكنابيستCNAPESTEالتيراهنت على مصادر السلطة التي تمتلكها،لفرض منطقالتغيير التنظيمي للمسار المهني للأساتذة في الأطوار التعليمية الثلاثة. رغم ردّ فعل الاستراتيجي للتنظيم الرّسمي المقاوم لهذا التغيير التنظيمي. إلا أن هذا التغيير التنظيمي المفروض أوقع النقابات المستقلة في الوهم النقدي، ومصيدة التضخم، وكان له التأثير البالغ على التوازنات السوسيو-اقتصادية للمجتمع الجزائري ككل. واللجوء لمختلف الآليات غير التقليدية، لاستعادة هذه التوازنات الكبرى.
