دور المؤسسات الناشئة في تعزيز التنمية المحلية في الجزائر: أبعاد اقتصادية واجتماعية

Abstract

In the context of profound economic transformations and global changes, particularly with the widespread adoption of information and communication technologies (ICTs) and the digitization of various official and personal transactions, Algeria has accelerated the restructuring of its economic policies since independence. The country has shifted from an economy largely dependent on the hydrocarbon sector and a socialist model to a more open economy based on individual initiative, and freedom of investment, industry, and trade. Algerian authorities have worked to create favorable conditions and establish the necessary legal frameworks to encourage and support private enterprises, including startups, while striving to optimize the use of natural and human resources, public facilities, and essential infrastructure to promote local development, which in turn contributes to achieving comprehensive and sustainable development across the country. في ظل التحولات الاقتصادية العميقة والمتغيرات العالمية، وبالأخص مع الانتشار الواسع لتكنولوجيات الاتصال والمعلومات ورقمنة مختلف التعاملات الرسمية والشخصية، شرعت الجزائر في إعادة هيكلة سياساتها الاقتصادية المتبعة منذ الاستقلال. فقد انتقلت البلاد من اقتصاد يعتمد بدرجة كبيرة على قطاع المحروقات والنظام الاشتراكي إلى اقتصاد أكثر انفتاحًا يقوم على المبادرة الفردية وحرية الاستثمار والصناعة والتجارة. وقد عملت السلطات الجزائرية على تهيئة الظروف الملائمة ووضع الأطر القانونية الضرورية لتشجيع ودعم المؤسسات الخاصة، بما في ذلك المؤسسات الناشئة، مع السعي إلى الاستغلال الأمثل للموارد الطبيعية والبشرية والمرافق العامة والتجهيزات الأساسية لتعزيز التنمية المحلية، والتي تمثل بدورها رافدًا مهمًا لتحقيق التنمية الشاملة والمستدامة في مختلف مناطق البلاد.
