تكوين أرصدة الأرشيف النهائي في المؤسسات الاقتصادية في الجزائر: فرع الاستكشاف لشركة سوناطراك نموذجا

Abstract

This study aims to identify the reality of permanent archives formation at Sonatrach, one of the most important economic companies in Algeria. In this regard, the company's exploration branch was chosen as a model for the study, and to shed light on the reality of this archive formation, we chose the descriptive approach, which is appropriate for this study, in addition to using interviews and observation as tools for data collection. One of the most important search results that the permanent archives represents the technical archives of the exploration department, which constitutes 84% of the total archive’s documents. Furthermore, the material and technical means used to preserve the archives reflect the extent of interest of the permanent archives at the company level. At the national policy level, a legal loophole was identified regarding the fate of the permanent archives of economic company. Despite the establishment of an archives management policy at the institution level, the letter does not include the final archives due to the lack of a clear legal or regulatory text specifying how to deal with the permanent archives of these companies, particularly with regard to the entity responsible for preserving and opening them for consultation. الملخص: تهدف هذه الدراسة إلى التعرف على واقع تكوين الأرشيف النهائي في شركة سوناطراك الذي تعتبر من أهم الشركات الاقتصادية في الجزائر وفي هذا الصدد تم اختيار فرع الاستكشاف لهذه الشركة كنموذج للدراسة، ولتسليط الضوء على واقع تكوين هذا الرصيد اخترنا المنهج الوصفي وهو مناسب بالنسبة لهذه الدراسة بالإضافة إلى استعمال المقابلة والملاحظة كأدوات لجمع المعطيات. من أهمّ النتائج التي تمّ التوصل إليها هي أنّ الأرشيف التقني الناتج عن المصالح التقنية يحتل أكبر نسبة من الأرشيف النهائي لهذا الفرع، و الذي يشكل في مجمله نسبة 84% من مجموع الوثائق المحفوظة، هذا بالإضافة إلى أنّ الوسائل المادية والتقنية الموجهة لحفظه تعكس مدى الاهتمام بالأرشيف النّهائي. كما، تمّ تسجيل وجود ثغرة قانونية فيما يتعلق بمصير الأرشيف النّهائي للمؤسسات الاقتصادية، فبالرغم من وضع سياسة لتسيير الأرشيف على مستوى الفرع إلاّ أنّ هذه الأخيرة لا تشمل الأرشيف النّهائي نظرًا لعدم وجود نص قانونيّ أو نص تنظيميّ واضح يحدّد كيفيّة التعامل مع الأرشيف النّهائي لهذه المؤسسات خاصة فيما يتعلق بالجهة المسئولة عن حفظه و فتحه للإطلاع عليه.
