متغير القيادة السياسية في السياسة الخارجية التركية اتجاه القضية الفلسطينية (2011–2016): بين الرمزية الدبلوماسية وحدود التأثير

Abstract

This study examines the diverse political landscape of Turkey's approach to the Palestinian issue between 2011 and 2016, within the context of the Arab Spring and the rise of centralism under Erdoğan. It posits that the characterization of politics and the use of populist-identity rhetoric in the context of Palestine serve as tools to bolster the legal system and the position of the majority. The methodology employed relies on discourse analysis and factual tracking, identifying three key features of this discourse: framing Gaza as a victim of a global moral injustice, invoking interfaith-identity solidarity, and employing populist critiques of Western and international institutions. The study also examines concrete policy instruments such as rapprochement with Hamas, humanitarian and development aid, and the initial rupture with Israel followed by normalization in 2016. Furthermore, it observes the contradictions inherent in the actions of some Arab states, revealing that symbolic gains outweighed political gains for Palestinians due to the influence of technology and Iran. This analysis explores the interplay between symbolism and realism, ultimately revealing the inconsistencies in Turkish policy. It concludes that supporting Palestine raises Türkiye’s popular presence, but it certainly reduces the mediation and produces a diplomatic cost, while the impact remains relatively limited. تبحث الدراسة أثر متغير القيادة السياسية التركية في مقاربة أنقرة للقضية الفلسطينية بين 2011 و2016، في ظل الربيع العربي وتزايد مركزية القرار في عهد أردوغان. تفترض أن شخصنة السياسة الخارجية وتوظيف الخطاب الشعبوي-الهوياتي جعلا فلسطين أداة لتعزيز الشرعية الداخلية وبناء مكانة إقليمية. تعتمد مقاربة نوعية تقوم على تحليل الخطاب وتتبع الوقائع، وتحدد ثلاث سمات للخطاب: تأطير غزة ضمن مظلومية أخلاقية عالمية، واستدعاء التضامن الديني-الهوياتي، ونقد شعبوي لهيئات الغرب والمؤسسات الدولية. وتفحص أدوات السياسة الملموسة مثل العلاقة مع حماس، والمساعدات الإنسانية والتنموية، والقطيعة مع إسرائيل ثم التطبيع الحذر عام 2016. كما ترصد ردود فعل الكيان الإسرائيلي والولايات المتحدة وبعض الدول العربية، وتبين أن المكاسب الرمزية كانت أعلى من النتائج السياسية للفلسطينيين بسبب قيود الناتو والاقتصاد وتعقيدات سوريا وروسيا وإيران، ما عمّق فجوة الرمزية والواقعية وكشف تناقضات السياسة التركية. وتخلص إلى أن دعم فلسطين رفع حضور تركيا الشعبي، لكنه قلّص قدرتها على الوساطة وأنتج كلفة دبلوماسية، بينما بقي التأثير البنيوي محدودا نسبيا.
