العوائق الاجتماعية أمام التخطيط الحضري في مدينة الأغواط: دراسة ميدانية حول تطبيق الهندسة المعمارية في الواقع المحلي

Abstract

تبلور الإهتمام حول التخطيط الحضري و الهندسة المعمارية التي تهدف إلى تحقيق التنمية وخلق حياة حضرية تتماشى مع رغبات السكان وحاجاتهم ، ولقد تنوع استغلال المجال الحضري عبر التاريخ مابين شغل هاته المناطق لغايات سكنية وتجارية وصناعية وشق طرقات وشوارع كلها تحت مسمى التخطيط الهندسي الحضري مرتكزة في ذلك على دراسات هندسية حضرية. ولقد اهتم التخطيط الحضري بمواجهة العوائق الإجتماعية في ضوء تفسير البيئة الحضرية والمجال الحضري المكاني لأن الحيز المكاني هو اللبنة الأساسيىة لكل عمليات التخطيط الحضري الهندسي ومنه يمكن تحديد تلك العوائق الإجتماعية المصاحبة لعملية التخطيط الحضري التي ترتكز على الأساليب العلمية الدقيقة بغية تحديد تلك التغيرات الإجتماعية المحيطة بالبيئة الحضرية و إحصاء الإمكانيات المادية المتوفرة بالمجال الحضري دون ترك المحاولة لأجل الوصول إلى العوائق الإجتماعية التي قد تؤثر على أي عملية تخطيط حضري بالموازاة مع هذا كله ولأجل تحقيق عملية تخطيط حضري سليمة علميا كان لزاما أن يصاحب هذه العملية الحضرية الهندسية فريق من المتخصيصين يحتوي على المخططين والمهندسين والجغرافيين والسوسيولوجيين لأجل استعمال علمي للمجال الحضري، وكان هذا من خلال معرفة العوائق الإجتماعية أمام التخطيط الحضري في مدينة الأغواط: دراسة ميدانية حول تطبيق الهندسة المعمارية في الواقع المحلي،حيث تم طرح مجموعة من الأسئلة والفرضيات التي تقدم لنا مؤشرات من أجل الوصول إلى تحليل سوسيولوجي لأجل فهم تلك العلاقة مابين التخطيط الحضري والهندسة المعمارية في مدينة الأغواط.

The interest of specialists crystallized around urban planning and architecture that aims to achieve development and create an urban life that is in line with the desires and needs of the population, and the exploitation of urban space has varied throughout history between occupying these areas for residential, commercial and industrial purposes and constructing roads and streets, all under the name of urban engineering planning, based on urban engineering studies. Urban planning has been concerned with facing social obstacles in light of the interpretation of the urban environment and the spatial urban area, as the spatial space is the basic building block of all urban engineering planning processes And accordingly it is possible to identify those social obstacles accompanying the urban planning process that is based on precise scientific methods in order to identify those social changes surrounding the urban environment and to count the material capabilities available in the urban domain without giving up the attempt to reach the social obstacles that may affect any urban planning process, In parallel with all this and in order to achieve a scientifically sound urban planning process, it was necessary to be urban engineering to be accompanied by a team of specialists including planners, engineers, geographers and sociologists so that they scientifically employ the urban field. This was done through knowing the social obstacles urban planning in the city of Laghouat: a field study on the application of architecture in local reality, where a set of questions and hypotheses were raised that provide us with indicators which allow to reach a sociological analysis in order to understand the relationship between urban planning and architecture in the city of Laghouat.
