Le présent article examine, avec un regard comparatif, l’informalité transfrontalière qui traverse les frontières de l’Algérie. Ces pratiques constituent un élément structurel et inhérent non seulement de l’économie informelle mais aussi formelle. Notre démarche consiste à mettre en lumière le fonctionnement qui fonde un système parallèle qui dépasse les frontières physiques. Pour ce faire, une série d’observations empiriques et de collecte des données ont été menées au niveau des frontières Est, Ouest et Sud de l’Algérie durant l’année 2016-2017. Ces espaces frontaliers ressemblent à un marché de consommation, de fournitures des biens et produits depuis et vers l’Algérie. ملخص: إن دراسة النشطات الغير رسمية التي تمارس على الحدود الجزائرية لم تدرس بكفاية. المقال الذي بين أيدينا عبارة عن دراسة، بنظرة مقاربة، للنشطات غير الرسمية العابرة لحدود الجزائر والتي تشكل عنصرا بنيوي وأصيل ليس فقط للاقتصاد غير الرسمي ولكن أيضا الرسمي. ونسعى من خلال نهجنا إلى تسليط الضوء على سيرة عمل النظام الموازي العابر للحدود المادية للدول. وللقيام بذلك، ارتأينا إلى إجراء سلسلة من الملاحظات التجريبية وجمع المعطيات على الحدود الشرقية، الغربية والجنوبية للجزائر خلال سنوات .2016/2017 هذه المناطق الحدودية تمثل سوق استهلاك، إمدادات وانتقال للأنشطة الغير الرسمية من وإلى الجزائر. Abstract: The present article deals with a comparative study of informal economy at the Algerian borders. The practices of such an economy are structural and inherent elements not only in the informal economy but the formal economy as well. Our approach consists in understanding the functioning of such a phenomenon by analyzing the empirical observations and the data collected at the Eastern, Western, and Southern borders of Algeria during the years 2016-2017 in order to understand the logic and the mechanisms that govern the system of informal economy crossing the states’ borders.Item Profil migratoire des diplômes Algériens en France(مجلة "أفكار وآفاق".جامعة الجزائر 2 أبو القاسم سعد الله, 2018-10-22) Idir, Smail; Musette, Mohamed SaïbRésumé: Au lendemain de l’indépendance de l’Algérie, des vagues migratoires ont quitté le pays pour s’installer en France. Après deux décennies de ça, un autre phénomène accapara, celui de l’émigration de l’élite. Action en forte accélération, voire alarmante, au début de ce millénaire. En absence des données chiffrées sur leur nombre, ce présent papier proposera une analyse quantitative, tout en exploitant les différentes bases de données sur ce phénomène, et cela afin d’identifier le nombre des diplômés installés en France pour la période postcoloniale. ملخص: تشكل هجرة الكفاءات العلمية والتقنية عنصرا رئيسيا لحركات الهجرة من الجزائر إلى فرنسا. وعلى الرغم من تفاقمها وتحولها إلى مسألة حساسة مند بداية الألفية الحالية، إلا أن دراساتهما تزال في مهدها. ولاستدراك هدا النقص عرض نتائج تحليل كمي قمنا به بتوظيف بيانات مختلف قواعد المعلومات حول المهاجرين الجزائريين في فرنسا مما سمح لنا بمعرفة أعداد الحاملين منهم لشهادات عالية وحصر ملامحهم السوسيو ثقافية والسوسيو الديموغرافية والسوسيو اقتصادية. Abstract The phenomenon of migration of the scientific and technical elite has become a main component of the migratory movements from Algeria towards France. The Movement has increased in a high and even alarming pace since the beginning of this millennium. It is nowadays an object of research that we propose to tackle in this article. However, with the lack of quantified data on its scale, we propose a quantitative analysis on the basis of the exploitation of the various databases on the Algerian migrants to identify the number of the graduates settled in France and to determine their socio-cultural, socio-demographic and socioeconomic profile in the course the post-colonial period.
