Item مراحل تطور نظام الضمان الاجتماعي في الجزائر(مجلة دراسات في علم الاجتماع المنظمات- مخبر علم الاجتماع والمناجمنت-كلية العلوم الاجتماعية-جامعة الجزائر 2 أبو القاسم سعد الله, 2022-04-24) قمري, زينة; بوالشعور, شريفةملخص: تعكس المنظومة الوطنية للحماية الاجتماعية لأي بلد مستوى التطور الاجتماعي والاقتصادي، وهي أيضا مرآة لمستوى التشاور بين مختلف الفاعلين في الساحة الاقتصادية والاجتماعية والسياسية. ويرتبط التطور التاريخي للضمان الاجتماعي عبر العالم، ارتباطا وثيقا بتاريخ مختلف الحركات الاجتماعية التي ميزت البشرية. الضمان الاجتماعي نظام تقرره الدولة وتنظمه مجموعة من القوانين والتشريعات تعمل كلها في اتجاه واحد وهو ترسيخ مبدأ حماية الفرد وأسرته ودخله من الأخطار الاجتماعية محتملة الوقوع. عرف نظام الضمان الاجتماعي في الجزائر منذ نشأته تطورا مكثفا ومتواصلا عبر مراحل مختلفة مرتبطة بالظروف الاجتماعية والاقتصادية والسياسية التي شهدتها الجزائر. و تحاول هذه الورقة البحثية عرض مختلف مراحل التطور التاريخي الذي مر بها نظام الضمان الاجتماعي في الجزائر منذ نشأته. بينت الدراسة أن نظام الضمان الاجتماعي عرف تطورا تدريجيا وملحوظا سواء على الصعيد القانوني أو التنظيمي لا سيما الإصلاحات المتعلقة بسنة 1983. Abstract: The national system of social protection of any country reflects the social and economic development. Also, it is a mirror for the level of consultation between the different actors in the social, economic, and political arena. The historical development of the social security systems throughout the world is closely linked to the different social movements that characterized humanity The social security system in Algeria knew since its emergence a big development with different stages that are linked to the social, economic, and political circumstances that Algeria witnessed, which this study tries to highlight. The study show that the social security system knew a noticeable evolution, whether at the legal or regulatory level, particularly the reforms of 1983.Item Echec et succès des mouvements populaires : approche comparative entre hirak algérien 2019 Et Révolution Tunisienne 2011(أسئلة ورؤى-الدين والمجتمع-كلية العلو الاجتماعية-جامعة الجزائر2 أبو القاسم سعد الله, 2023-04-13) Rachid, OuaissaPour une comparaison système et sérieuse de deux mouvements populaires, il faut prendre au sérieux les méthodes comparatives et examiner minutieusement les similarités et les différences dans le cadre de most similar et most different cases par exemple. Le cas tunisien et le cas algérien sont deux cas ayant un certain nombre de similarités bien que le mouvement populaire tunisien ait donné des fruits, c’est-à-dire a pu mettre fin au régime Ben Ali, alors que le Hirak en Algérie n’a pas pu imposer un changement radical du régime, on peut déduire qu’il existe des divergences importantes qu’il faut tenter d’expliquer. Pour procéder ainsi il faut prendre en considération un ensemble de variables par exemples les deux contextes politiques et historiques, les conditions d’apparition des mouvements de protestations, les structures des deux mouvements, les slogans, l’organisation interne et les buts politiques des mouvements, le rôle des différents acteurs de la société civile etc. لإجراء مقارنة منهجية وجادة بين حركتين شعبيتين، يجب على المرء أن يأخذ الأساليب المقارنة على محمل الجد وأن يدرس بعناية أوجه التشابه والاختلاف في إطار معظم الحالات المتشابهة والأكثر اختلافًا، على سبيل المثال. الحالة التونسية والحالة الجزائرية حالتان لهما عدد معين من أوجه التشابه، لكن بما أن الحركة الشعبية التونسية قد أثمرت، أي تمكنت من وضع حد لنظام بن علي، من ناحية أخرى، فإن الحراك في الجزائر لم تكن قادرة على فرض تغيير جذري في النظام، يمكننا أن نستنتج أن هناك اختلافات مهمة يجب أن نحاول تفسيرها. للمضي على هذا النحو، لا بد من الأخذ في الاعتبار مجموعة من المتغيرات، على سبيل المثال السياقين السياسي والتاريخي، وظروف اندلاع الاحتجاجات، وهياكل الحركتين، والشعارات، والتنظيم الداخلي. والأهداف السياسية للحركات، ودور مختلف الفاعلين في المجتمع المدني، إلخ.
