إصلاح التعليم العالي في الجزائر بعد عقدين: دراسة في المخرجات والمقترحات التطويرية

Abstract

Abstract: Higher education in Algeria, like that of many countries around the world, has undergone numerous changes and developments imposed by the international and technological circumstances that have marked recent years. The adoption of the new university education system (LMD), implemented in Algeria in 2004, represents one of the most prominent features of these transformations. Despite more than two decades since the introduction of this system—conceived as a pedagogical reform aimed at modernizing higher education, increasing student mobility, and enhancing graduates’ employability—the reality of the university environment, as well as the findings of this critical analytical study, reveal a clear gap between the system’s theoretical objectives and its practical implementation in the field. This gap is reflected in challenges related to teaching methods, curriculum adaptation, faculty training, the weakness of infrastructural resources, and disparities in the level of engagement of university stakeholders with the spirit of the reform. المستخلص: عرف نظام التعليم العالي في الجزائر كغيره من دول العالم، تغيرات وتطورات متعددة، فرضتها الظروف الدولية والتقنية التي شهدها العالم في السنوات الأخيرة. إن اعتماد نظام التعليم الجامعي الجديد ( ل م د ) المطبق في الجزائر سنة 2004 أبرز هذه السمات، وعلى الرغم من مرور أكثر من عقدين على تبنّي هذا النظام باعتباره إصلاحًا بيداغوجيًا يهدف إلى تحديث التعليم العالي، وزيادة حركية الطلبة، وتعزيز قابلية تشغيل الخريجين؛ إلا أنّ الواقع الجامعي والنتائج المتحصل عليها في هذه الدراسة التحليلية النقدية تكشف عن فجوة واضحة بين الأهداف النظرية للنظام و تنزيله العملي في الميدان. تتجلى هذه الفجوة في تحديات متعلّقة بطرق التدريس، وتكييف البرامج، وتكوين الأساتذة، بالإضافة إلى ضعف البنية التحتية، وتباين مستوى انخراط الفاعلين الجامعيين في روح الإصلاح.
